Andrew was born on 18 July 1971 in Burnley and grew up in and around Ashbourne, Derbyshire. After studying at Newcastle and Cambridge Universities he had a career in publishing. He was first elected to Derbyshire County Council in 2005, had been Leader of the Conservative Group since 2007 and was Leader of the Council from 2009 to 2013 - the youngest County Council Leader in the country at the time. He has also served on Derbyshire Dales District Council since 2003. He was awarded the MBE for services to Local government in January 2014. Andrew has a particular interest in the arts and heritage. Andrew is a Vice President of the Local Government Association, a Governor of Derby University, a Director of the Derbyshire Historic Buildings Trust and Vice-Chairman of the Millbank Club. He is married with one son. Andrew was elected as MEP for the East Midlands in May 2014 and serves as Conservative European spokesman on Education, Culture and Regional Development.
